
LANE COUNTY REPUBLICAN CENTRAL COMMITTEE BYLAWS
ARTICLE I: DEFINITIONS
a. LANE COUNTY REPUBLICAN CENTRAL COMMITTEE:
The organization that consists of all duly elected, selected and appointed Republican Precinct Committee Persons within Lane County. [See Article III.] Hereinafter referred to as “LCRCC.”
b. MEMBERS OF LCRCC:
All Republican Precinct Committee Persons within Lane County comprised of 2 distinct classes of Membership:
1) CLASS 1 or “ELECTED PCP’s” –
Lane County Republican Precinct Committee Persons elected to represent their precincts during the even-numbered year primary within Lane County. The term of office of a Class 1 LCRCC PCP is from the 24th day after the date of the primary election until the 24th day after the date of the next following primary election. (ORS 248.015- 6). [See Article IV.]
2) CLASS 2 or “SELECTED PCP’s” –
Lane County Republican Precinct Committee Persons appointed by the LCRCC to fill vacancies within precincts left open for any reason after the even-numbered year primary election within Lane County. The term of office of a Class 2 LCRCC PCP is from the date of verified acceptance of the LCRCC PCP Selection by the Lane County Election Clerk until the 24th day after the date of the next following primary election.
c. LCRCC MEETING: Any meeting of the LCRCC duly noticed in accordance with Bylaw requirements contained herein, except the ORGANIZATIONAL MEETING of the LRCRC.
d. LCRCC ORGANIZATIONAL MEETING: That particular LCRCC Meeting held in November in every even-numbered year as detailed in Article VII, which meeting constitutes the reorganization of the LCRCC for the following biennial period. An ORGANIZATIONAL MEETING may also be required if LCRCC fails to conduct a lawful LCRCC ORGANIZATIONAL MEETING and the Chairman of the Oregon Republican Party thereafter appoints a Temporary LCRCC Chair to conduct that meeting in accordance with ORP Bylaws.
e. EXECUTIVE COMMITTEE of LCRCC: a committee charged with the conduct of the usual and ordinary affairs of the LCRCC per Article X herein and consisting of two classes of members:
1) VOTING EXECUTIVE COMMITTEE
MEMBERS, which class includes the County Chair, the County Vice Chair, the Secretary, the Treasurer, Delegates to the Oregon Republican Party State Central Committee, Alternate Delegates to the Oregon Republican Party State Central Committee, the Precinct Organizational Committee Chair, the Credentials Committee Chair, the Budget Committee Chair, and incumbent elected Republican officials who are registered to vote within Lane County, including (when pertinent) the Governor of Oregon, United States Senators, Members of Congress, Oregon State Senators, Oregon State Representatives, and other officials holding Republican partisan elected political office; and
2) NONVOTING EXECUTIVE COMMITTEE MEMBERS, which class.
shall be full participants at LCRCC EXECUTIVE COMMITTEE meetings, except such class members do not contribute to the presence of a necessary quorum and have no right to vote on matters undertaken therein. This class of EXECUTIVE COMMITTEE MEMBERS includes
any person who has served as County Chair within the last 2 years, and any of the following positions appointed by the Chair: legal counsel, additional coordinators for other Republican committees, a Historian, a Parliamentarian, a Special Events Coordinator, a Media Relations Coordinator, a Republican Groups Coordinator, a Candidates Recruitment Chair, and others as deemed necessary by the Chair.
f. OFFICERS: Four persons elected from the membership of the LCRCC, specifically including the Chair, Vice Chair, Secretary, and Treasurer, whose elections, powers and duties are detailed below in Article VIII.
g. DELEGATE: An LCRCC member elected to attend the Oregon Republican Party State Central Committee to represent LCRCC other than the Lane County Chairman or Lane County Vice-Chairman. (Also see ALTERNATE DELEGATE, STATE DELEGATE, and STATE CONVENTION DELEGATE.)
h. ALTERNATE DELEGATE: Any LCRCC member elected to attend the Oregon Republican Party State Central Committee to represent LCRCC in place of a DELEGATE or CHAIR or VICE CHAIR who cannot attend. ALTERNATE DELEGATES comprise a class of 6 persons elected and designated in numerical order of eligibility to attend the Oregon Republican Party State Central Committee in place of any unavailable STATE DELEGATE. [Explanation: this definition confirms that ALTERNATES serve in place of any unavailable DELEGATE as well as LCRCC CHAIR or LCRCC VICE-CHAIR.]
i. STATE DELEGATES: Delegates from LCRCC to a particular Oregon Republican Party State Central Committee meeting, the class of which comprises 6 persons. The class is comprised of the LCRCC Chair, the LCRCC Vice Chair, the class of persons elected as LCRCC Delegates, or Alternate Delegates attending in place of any STATE DELEGATE unavailable for that meeting.
j. STATE CONVENTION DELEGATE: Delegates from LCRCC to the Oregon Republican Party State Convention. These include the LCRCC Chair, the LCRCC Vice Chair, LCRCC Delegates, plus additional LCRCC members elected by the LCRCC in accordance with Oregon Republican Party State Central Committee Bylaws to represent LCRCC at the Oregon Republican Party State Convention, which may be referred to by the Oregon Republican Party as “Bonus Delegates.” STATE CONVENTION DELEGATES serve only for the convention for which they were elected to attend by the LCRCC.
ARTICLE II: GENERAL
A. The name of this organization shall be the Lane County Republican Central Committee. The trade name of the Organization shall be the Lane County Republican Party (LCRP). The purpose of the Lane County Republican Central Committee [hereinafter LCRCC] shall be to organize voters, develop candidates, and implement programs to elect Republicans to Public Office.
B. These Bylaws shall become effective upon their adoption at a duly called meeting of the LCRCC and shall be used to govern the LCRCC until amended or repealed.
C. Notice of intent to change the Bylaws must be sent by U.S. Mail to all LCRCC Members postmarked no later than thirty (30) calendar days prior to the meeting at which such changes will be voted upon, and that said notice will have a website link where the proposed Bylaws may be read, or LCRCC Members may call the office and request a hard copy be sent to them by U.S. Mail.
D. A two-thirds majority vote of those LCRCC voting members present shall be required to make changes to the Bylaws after their adoption.
E. The LCRCC shall submit copies of said Bylaws no later than November 30 of each even numbered year to the Oregon Republican Party State Central Committee.
F. The Oregon Republican Party has elected to participate in elections for precinct committee persons as provided in ORS 248.015 to 248-029, as amended. All references to those statutory provisions in these Bylaws are conditioned upon the party’s intention to rely upon those statutes. If the party elects not to be bound by those statutes, all references to those statutes in these Bylaws shall be null and void. These Bylaws do not bind the LCRCC to comply with any other portion of ORS chapter 248, unless the Oregon Republican Party specifically agrees to be bound by any other portion of ORS chapter 248.
ARTICLE III: MEMBERSHIP
The LCRCC shall consist of all duly elected, selected and/or appointed Precinct Committee Persons within the county.
ARTICLE IV: TERM OF OFFICE
The term of office of a LCRCC Precinct Committee Person is from the 24th day after the date of the primary election until the 24th day after the date of the next following primary election. (ORS 248.015-6.)
ARTICLE V: MEETINGS
A. The Chair or a simple majority of the Executive Committee shall call and give notice of Central Committee meetings at such times as it appears advisable to further the objectives of the LCRCC.
1) All meeting notices shall bear the signature of either the Secretary or the person(s) calling the meeting. Failure to do so will invalidate the business of the meeting.
2) During even numbered years at least four LCRCC Meetings must be held.
B. The Secretary when requested by petition signed by 35 members or 15% of the members of the LCRCC, whichever is greater, shall call a petitioned meeting of the LCRCC. The cost of such petitioned meeting shall be born by the members calling the meeting. The requesting petition will be specific as to the meeting’s purpose and only that specified business shall be conducted at the petitioned meeting. The Secretary shall call the petitioned meeting within 30 days of receiving any qualifying petition.
C. A written notice calling a Meeting of the LCRCC, which includes the purpose of that meeting, shall be sent to the Members of the LCRCC and postmarked no later than ten (10) days prior to the conducting of that meeting. Failure to provide timely notice as specified herein will invalidate the business of that meeting.
D. A quorum of thirty-five (35) or more of the Members of LCRCC shall be certified present before the conducting of any business.
E. At LCRCC Meetings other than the Biennial Organizational meeting, all duly certified LCRCC Members are entitled to voting privileges. At the Biennial organizational meeting only the class of LCRCC Members elected in the even-numbered year Primary may vote.
F. Proxies may not be used at any time for any LCRCC Meeting.
G. All matters, except election of multiple Delegates, or multiple Alternate Delegates, (both of which shall be elected by the top vote-getters for the offices available), shall be decided by a majority vote except revision of the Bylaws. (See Article II (D); see also Roberts Rules of Order, Newly Revised.)
1) The election of both Delegates and Alternate Delegates at the biennial Organizational meeting shall be conducted on a single ballot, wherein election results shall be reported based on the number of votes cast for each candidate.
2) As a result of such single ballot, the top vote getter shall be designated Lane County Delegate number 1, the next shall be designated Lane County Delegate number 2, and so forth until there are selected in numerical order 4 Delegates and 6 Alternate Delegates (or any other number of Delegates and Alternate Delegates that meets the Lane County delegation representation established by the ORP for the State Central Committee) in accordance with these bylaws and relevant ORP Bylaws; the entire slate of Delegates and Alternate Delegates shall be designated in numerical order throughout their biennial term of office.
3) In case of tie votes, the assigned numerical designation of the affected Delegates or Alternate Delegates shall be decided by coin toss or other equitable method agreed upon by all persons involved.
4) In case of vacancy for the office of Delegate or Alternate Delegate throughout the term of office, each elected Delegate or Alternate Delegate whose number is lower than the vacating Delegate or Alternate Delegate shall automatically assume the higher numerical designation being vacated so that each affected Delegate or Alternate Delegate is elevated in numerical rank, and the replacement Alternate Delegate is that Alternate Delegate with the lowest numerical designation in the class of Alternate Delegates elected for the term of office. [See also Article XV Section C.]
H. The Chair shall appoint a parliamentarian to serve at all LCRCC Meetings, and may appoint one as he or she deems necessary for other meetings.
ARTICLE VI: PARLIAMENTARY AUTHORITY
The rules contained in the most recent edition of Roberts Rules of Order, Revised, shall govern the LCFCC in all cases in which they are applicable and in which they are not inconsistent with these Bylaws, or special rules of procedure adopted for specific purposes.
ARTICLE VII: BIENNIAL ORGANIZATIONAL MEETING
A. Organization
- The Biennial Organization meeting of the LCRCC shall meet not earlier than the date of the General Election nor later than November 25, of even numbered years. The retiring LCRCC shall prepare a written notice designating the time, date, and place of the organizational meeting. The Chair of the retiring LCRCC shall call the meeting by proper notice at a time and place designated by the retiring Chair.
- Notice of such meeting must be post marked no later than 10 days prior to the date of the meeting to all LCRCC Members as defined herein. A copy of the notice must also be sent to the Oregon Republican Party State Central Committee no later than 10 days prior to the date of the meeting.
- The purpose of the Biennial Organizational meeting is to conduct the following business:
a. Elect Officers for the LCRCC: Chair
Vice-Chair Secretary Treasurer
b. Elect 4 Delegates and 6 Alternate Delegates to the Oregon Republican Party State Central Committee. - A person appointed to fill a vacancy in the office of precinct committee person may not vote in the Biennial Organization election for the new LCRCC, but may vote in any election after the organizational meeting per Article V(F).

B. Notice to the Oregon Republican Party State Central Committee
Within five (5) business days of the LCRCC Organizational meeting the newly elected Chair of the LCRCC shall cause notice to be provided in writing of the names of each delegate and alternate delegate to the Oregon Republican Party State Central Committee. The LCRCC must also provide a current copy of all county Bylaws and rules to the Oregon Republican Party State Central Committee no later than November 30 of each even numbered year.
C. Notice to County Clerk
Within five (5) business days of election, the newly elected Chair of the LCRCC shall cause a notice to be provided to the Lane County Election Clerk’s office designating the newly elected County Chair as the official authorized to communicate with and receive notices from the County Clerk on behalf of the LCRCC’s affiliation within the County.
D. Notice to Secretary of State
Within five (5) business days of election, the newly elected Chair of the LCRCC shall cause all appropriate forms to be filed with the Secretary of State’s office which will provide adequate notice to that office of the change in LCRCC Treasurer and other leadership, which will officially transfer responsibility for Contribution and Expense reporting to the new LCRCC officers.
E. Failure to Organize
- Only in the event that the LCRCC fails to conduct a lawful Organizational meeting the Chair of the Oregon Republican Party State Central Committee may appoint a temporary County Chair for the purpose of calling an Organizational meeting within 60 days of the temporary County Chair’s initial appointment by the Oregon Republican Party Chair.
- Until LCRCC Officers and Delegates are duly elected at the organizational election, but in no event for a period which exceeds 60 days, a temporary Chair may represent the LCRCC as a temporary Delegate to the Oregon Republican Party State Central Committee.
- A Class 2 LCRCC Member appointed to fill a vacancy in the office of precinct committee person may not vote in the election for Officers, Delegates and Alternates held during the organizational meeting called by a temporary County Chair; only Class 1 LCRCC Members elected at an even- numbered year primary may vote in the election for Officers, Delegates, and Alternates held during any organizational meeting.
F. Transfer of Property
At the organizational meeting of the newly elected LCRCC the officers of the retiring LCRCC shall make available to the newly elected LCRCC the property, records, and funds owned or controlled by the retiring LCRCC.
ARTICLE VIII: OFFICERS
A. There shall be four elected Officers of the LCRCC: A Chair, a Vice Chair, a Secretary, and a Treasurer.
B. Qualifications. Any person who has been a registered Republican for a total of one hundred eighty (180) days prior to the organizational meeting and who is then registered to vote within Lane County, Oregon, shall be eligible to hold office within LCRCC.
C. Election. All Officers shall be elected by a majority vote. In the event there is more than one (1) candidate for any Officer or other elected position, voting shall be by written ballot.
D. Term of office.
- Officers shall be elected to serve for the biennial at each organizational meeting.
- Persons elected to fill an Officer position vacancy shall only complete the unexpired term remaining in the biennial.
E. Vacancies in Office.
- In case of a vacancy in the office of Chair, the Vice Chair shall automatically assume the position of Chair until an election can be held by LCRCC.
- If any other of the four Offices prescribed in Section A of this Article is vacant, the Executive Committee shall elect one of its members as a temporary officer until a new officer is duly elected by the LCRCC, however the temporary officer Executive Committee member shall continue to have no more votes than the member had before the temporary officer appointment was made, and in no case more than one vote.
ARTICLE IX: POWERS AND DUTIES
CHAIR
A. A newly elected LCRCC Chair shall file all notices in the time and manner called for in Article VII.
B. As soon as practical after assuming office, the LCRCC Chair shall become familiar with all statutes, Bylaws, or other fundamental governing documents that are applicable to party organization.
C. Subject to the control of the LCRCC and the Executive Committee, the Chair shall have general charge of the affairs of the Republican Party in Lane County and at each LCRCC meeting. The Chair shall give a report of the activities and actions of the Executive Committee at LCRCC meetings.
D. The Chair shall preside at all meetings of the LCRCC and the Executive Committee. The Chair shall supervise and direct all officers, area coordinators, committee Chairs and employees (if any) of the LCRCC.
E. The Chair shall call meetings as prescribed in these Bylaws and at such other times as it appears advisable.
F. The Chair shall appoint the committees and the committee Chairs named in Article XII.
G. The Chair is a member of the Oregon Republican Party State Central Committee and shall attend all meetings or arrange for an Alternate Delegate to attend. If no Alternate Delegate can attend, the Chair shall arrange for a Republican resident in the county after receiving a proxy from a Delegate.
VICE CHAIR
A. Vice Chair shall have such powers and perform such duties as may be assigned from time to time by the Chair.
B. In the absence or incapacity of the Chair, the Vice Chair shall assume all the powers and duties granted to the Chair in these Bylaws.
C. The Vice Chair is a member of the Oregon Republican Party State Central Committee and shall attend all meetings or arrange for an Alternate Delegate to attend. If no Alternate Delegate can attend the Vice Chair shall arrange for another Republican resident within the county with a proxy from a Delegate.
SECRETARY
A. The Secretary shall be responsible for keeping the minutes of all meetings of the LCRCC and the Executive Committee.
B. The secretary shall give all notices prescribed by the LCRCC, Executive Committee, and County Chair and/or as prescribed by law and these Bylaws.
C. The Secretary shall inform the Lane County Elections Clerk of assignments and appointments of Republican Precinct Committee Persons in writing with a copy to be sent to the State Republican Party office and the Oregon Republican Party Registration/Credentials Chair. The Secretary shall see that all elected LCRCC Members have Bylaws.
D. The Secretary shall be responsible for notifying all elected Republican officials and candidates in Lane County concerning all LCRCC meetings.
E. The Secretary shall be responsible for keeping an accurate roster of all Executive Committee attendance and transferring this information into the minutes. (The State Republican Party has established this precedence.)
F. The Secretary shall secure an official certified roster from the Lane County Election Clerk’s office prior to every LCRCC organizational meeting when there is to be an election of officers wherein only the class of elected Precinct Committee Persons may vote.
G. The Secretary shall be responsible for keeping an accurate roster of all LCRCC Members on file. This list will be used to credential committee Members at LCRCC meetings. This list will also be used to keep mailing lists updated.
TREASURER
A. The Treasurer shall act as fiscal agent of the LCRCC for the receipt and disbursement of its funds.
B. The Treasurer shall maintain adequate records and submit required reports as prescribed by Oregon Revised Statutes.
C. The Treasurer shall pay all bills promptly as directed by the Chair. In case of doubt as to the propriety or the authority for paying a bill, the Treasurer may require a written order signed by the Chair.
D. The Treasurer shall make a financial report at all Executive and LCRCC meetings. This may be an oral report unless specifically directed to be in writing.
E. The Treasurer shall act as a member of the Finance Committee.
ARTICLE X: DISTRICT ORGANIZATION
A. The precincts in Lane County shall be grouped into eight (8) separate districts that shall conform to the eight (8) State House legislative districts present within Lane County. The County Chair shall seek and fill each district with a District
Chair
B. District Chairs shall be appointed by and serve at the pleasure of the County Chair. Such District Chair may be removed, with cause, by a majority vote of the Executive Committee at a regular meeting.
C. In the case of a vacancy in the office of a District Chair occurring because of death, resignation or otherwise, an appointment by the County Chair shall be made to fill the vacant position. .
ARTICLE XI: THE EXECUTIVE COMMITTEE
A. Voting Membership: The Executive Committee shall consist of the County Chair, who shall be the Chair of the Executive Committee, the county Vice Chair, the Secretary, who shall act as Secretary for the Executive Committee, the Treasurer, the Delegates, the Alternate Delegates to the State Central Committee, Precinct Organization Committee Chair, Registration/Credentials Committee Chair, Budget- Finance Committee Chair and incumbent elected Republican officials.
B. Executive Committee Meetings: The Chair, or a majority of the Executive Committee, shall call Executive Meetings as often as it is deemed necessary or convenient to conduct the usual and ordinary affairs of the LCRCC. Either the Secretary or the person(s) calling the meeting may give notice of a meeting. Notice of Executive meetings may be made by written, oral, or telephone means, providing at least forty-eight (48) hours notice is given. Ninety- six (96) hours notice is required if written notice is sent by U.S. mail.
C. Nonvoting Membership: Nonvoting members of the Executive Committee shall consist of any person who has served as County Chair within the last two (2) years, legal counsel, additional coordinators for other Republican committees, an historian, a parliamentarian and to include a special Events and Media Relations Chair in addition to a Special Republican Groups Coordinator, candidates and others as deemed necessary by the Executive Committee.
D. Salaried employees of the Central Committee shall have no vote on the Executive Committee unless they are elected to an official office.
E. The Executive Committee shall approve or disapprove all claims, demands, or charges against the Central Committee by the Treasurer.
F. Quorum. A quorum shall consist of nine
(9) voting members. All Executive Committee members are expected to attend Executive Committee meetings and cannot be absent for more than three consecutive times.
G. DISQUALIFICATION AND RECALL
- An Executive Committee member disqualifies himself or herself from further service on the Executive Committee whenever he or she endorses publicly, contributes financially to, or actively manages a campaign for a candidate who:
(a) Opposes the election of a candidate nominated by the Republican Party or against the rules of the Republican National Committee related to the nomination of the President and Vice President; or
(b) Seeks the nomination of any other party or election as an independent candidate when one or more candidates are actively seeking the Republican nomination. - For the activity in Section G.1 to be disqualifying, it must be evidenced by one or more of the following:
(a) A copy of the organizational papers filed with the Lane County Elections Board, the State Elections and Public Records Division or the Federal Elections Commission.
(b) Organizational or Campaign materials distributed by the supporters of a candidate described in Section G-1.
(c) A copy of any contributions report of any committee organized exclusively for the support of a candidate described in G-1 on file with the Lane County Elections Board, the State Elections Board and State Records Division or the Federal Elections Commission. - An Executive Committee member automatically disqualifies him/herself from further service on the Executive Committee whenever he/she is absent from three (3) Executive Committee meetings during the biennial term of office, without an advanced Chair-approved excuse. This provision further disqualifies the offending member from serving on the Executive Committee for the remaining biennial term of office.
- Any Officer may be recalled by a majority vote of a petitioned quorum. A quorum for a recall shall consist of 40% of the LCRCC Members. A recall petition must be signed by 40% of the LCRCC Members. The recall petition must be filed with the Secretary thirty (30) days before the meeting and notice of said meeting must be postmarked and sent to all LCRCC Members and the Officer to be recalled no later than ten (10) days before the meeting. The Officers referred to in paragraph 4 are: Chair, Vice Chair, Secretary, and Treasurer.
ARTICLE XII: COMMITTEES
A. The Standing Committees, appointed by the Chair, shall be: Registration/Credentials, Precinct Organization, Candidates Assistance, Finance/Budget, Publicity, Resolution, Bylaws and Education Committee. In addition other committee Chair(s) deemed necessary may also be appointed by the Chair and shall serve at the Chair’s pleasure.
B. A three-member Auditing committee shall be appointed by the Chair. The duty of this committee shall be to conduct a complete biennial audit of the books. In case of a change of the Treasurer due to resignation, recall or death, the books will be audited when a new Treasurer is elected. The Auditing Committee shall certify that the records are complete and correct and a report shall be submitted to the Executive Committee and the LCRCC.
C. The term of office of all committee chairmen shall automatically expire when a new County Chair assumes office.
ARTICLE XIII: NOMINATING COMMITTEE
A. A nominating committee of at least three
(3) members of the Executive Committee shall be appointed by the Chair of the retiring LCRCC to seek out one or more candidates for the elected positions of the LCRCC within a reasonable time prior to the County Organizational meeting.
B. Should vacancies occur among Officers between Organizational meetings, an Interim Nominating Committee shall be appointed for the purpose of selecting a nominee, or nominees, to be elected to fill the aforementioned vacancies.
ARTICLE XIV: FINANCE/BUDGET
A. Within ninety (90) days following the Organizational meeting, the Finance/Budget Committee shall prepare an annual budget and present it to a meeting of the LCRCC. Upon adoption of the budget by the LCRCC, the Officers may approve expenditures authorized therein. The LCRCC must approve any expenditure in excess of the budget.
B. The Executive Committee may amend any budget previously adopted by the LCRCC but the Executive Committee amendments resulting in an increase in the total budget shall become effective only when approved by the LCRCC at either a regular or special LCRCC meeting.
C. At no time will the Executive Committee approve, or the county Chair authorize, expenditures in excess of funds available in the LCRCC checking account. It is strictly prohibited to purchase anything on a time payment plan. It is strictly prohibited to order anything without having enough funds in the checking account at the time the order is given.
EXPLANATION. The above (Section C) is to make it understood that deficit spending is strictly prohibited and that the responsible party or parties will be held accountable.
D. It is required that four signatures of the Officers be on any authorized bank accounts. Both the Chair and the Treasurer must sign each check. In the event of either the Chair’s absence or the Treasurer’s absence, or their incapacity, the Vice Chair shall countersign checks for the Chair and the Secretary shall countersign checks for the Treasurer in order to transact LCRCC business.
ARTICLE XV: DELEGATES AND ALTERNATES TO THE STATE CENTRAL COMMITTEE
A. Each Oregon Republican Party County Central Committee shall have at least two Delegates to the State Central Committee and other Delegates equal to the number of voters affiliated with the Party and registered for the primary election divided by 15,000. If the remaining number exceeds 7,500, one additional delegate shall be elected.
B. The Chair and Vice Chair shall be delegates and the other Delegates shall be elected at the Organizational meeting.
C. In case of resignation of one or more Delegates, the next highest ranked Delegate or Alternate Delegate shall assume the vacant Delegate office and all other Delegates and Alternate Delegates shall increase in rank and a new Alternate Delegate of the lowest rank shall be elected by the LCRCC at its earliest convenience. The term of office for any newly-elected Alternate Delegate shall be for the remaining term of the office vacated (until the next Organizational Meeting). Should multiple Alternate Delegate positions be filled in the same election, the highest rank among those shall go to the candidate receiving the most votes.
D. Delegates shall be members of the State Central Committee. If a delegate is unable to attend a State Central Committee meeting, he (or she) must notify the Chair so the Alternate may attend.
E. Attendance at the State Central Committee by Alternate Delegates shall be made by the highest numbered Alternate Delegate available, and only in case of the declination of that Alternate Delegate shall a lower numbered Alternate Delegate be eligible to attend. Should there be vacancies in the delegation to the State Central Committee and not enough Alternate Delegates available to attend, then the Secretary and Treasurer, in that order, shall be considered Alternate Delegates.
F. A proxy may be written or faxed by the Delegate or Alternate unable to attend. Written or faxed proxies of absent Delegates or Alternate Delegates may be used in balloting on business before the State Central Committee. A proxy holder must be a registered Republican in the County of the Delegate represented by the proxy. The proxy form shall include the name and address of the holder, the name of the person represented and such other information as the office holder desires. An Alternate Delegate has precedence over a proxy delegate. No Delegate or holder of proxy shall have more than one vote.
ARTICLE XVI: DELEGATES AND ALTERNATES TO THE STATE CONVENTION
A. State Convention Delegates consist of the County Chair, Vice Chair and Delegates, plus additional delegates to be elected by the LCRCC in accordance with Oregon Republican Party State Central Committee Bylaws.
B. The Chair shall convene the LCRCC at his or her discretion for the purpose of electing a slate of Delegates and Alternate Delegates to the Oregon Republican Party State Convention.
C. In the selection of Delegates and Alternate Delegates to the Oregon Republican Party State Convention both classes of LCRCC Members shall vote.
D. The election of convention Delegates and Alternates will not preclude carrying out further items of business by the LCRCC during the meeting called for this purpose.
EXPLANATION Republican State Conventions
are only held once every two years during the Primary election year. The sole purpose of a State Convention is to assist in developing a state platform. Delegates elected at the time of the Biennial Organizational meeting know little of their change in commitments or other circumstances a year and a half later when the Convention would take place.
ARTICLE XVII: RESOLUTIONS
A. Resolution is a call for action by any specific body. Resolutions are encouraged to be submitted by LCRCC Members. A simple majority vote is necessary for the passage of any Resolution before the LCRCC.
ARTICLE XVIII: ENDORSEMENT OF CANDIDATES AND MEASURES
A. After due consideration, the LCRCC, the Executive Committee, or a Candidate’s Assistance Committee may recruit and financially assist qualified candidates for legislative and county races in the Primary Election after duly consulting with the LCRCC Members in the precincts affected.
B. Neither the Central Committee nor the Executive Committee may endorse or recommend the passage or defeat of any bill before the Legislature or Congress or any Bill or Measure referred to or initiated by the people, except when endorsements or recommendations are approved by a vote of those present and voting at a LCRCC meeting.
ARTICLE XIX: VACANCIES AND NOMINATION FOR OFFICES WITHIN COUNTY
Except for vacancies affecting Legislative offices, vacancies and nomination for office to be voted on within a single county shall be filled by a nominating meeting of the LCRCC Members upon call of the County Chair. In the case that a vacancy and nomination for office to be voted on includes more than one county, it shall be filled by a nominating meeting of the affected County Precinct Committee Persons upon call of the State Republican Party Chair. The person receiving the majority of the votes shall be the Nominee whose name shall be promptly certified to the Secretary of State or County Clerk as the case may be.
ARTICLE XX: RECALL OF DELEGATES AND ALTERNATES
A. A Delegate or Alternate Delegate of LCRCC may be removed from office for cause with a petition signed by 40% of the Members of LCRCC and by a simple majority vote of those LCRCC Members authorized to vote and present at a duly constituted LCRCC meeting in which a quorum is present consisting of 40% of LCRCC Members.
B. Written notice of the intent to recall must be mailed to the LCRCC Members postmarked no later than fourteen (14) days prior to the recall meeting.
ARTICLE XXI: RECORDINGS
A. Members of the Executive Committee explicitly withhold their permission to publically post on the internet or any other type of public display, any Executive Committee meeting recordings in any format without prior written consent by every member appearing therein, with or without a quorum.
B. Members of the Central Committee explicitly withhold their permission to publically post on the internet or any other type of public display, any Central Committee meeting recordings in any format without prior written consent by every member appearing therein, with or without a quorum.
C. Any member found posting meeting recordings in violation of this provision will be censured and automatically disqualified from further service of any kind within the LCRCC, or on any committees, for the remainder of the biennial term of office.
